In memory of an original Spartan Foundation member, the California Water Service established the Robert W. (“Bob”) Foy (1936-2017) Memorial Scholarship, an endowment to provide scholarships to San Jose State University student-athletes enrolled in the Lucas College of Business.

Known for his colorful Sparta jerseys and caps and, especially, his bow ties, Mr. Foy was a resident of Stockton, California and a fourth generation Californian. Surrounded by his family, he passed away on June 9, 2017 at age 80. A memorial service was held on June 22 in Stockton.

Raised in Palo Alto, he was a proud graduate of Palo Alto High School, Class of 1955, and his beloved San Jose State University, Class of 1959. Mr. Foy pledged the Epsilon Chi chapter of the Alpha Tau Omega (ATO) fraternity. He was the Outstanding Male Graduate for the Class of 1959. Bob was a loyal supporter of ATO, the Spartan Foundation since 1958 and all things Gold, White & Blue.

After graduation from San Jose State, he served on active duty with the United States Army and then with the Army Reserve. Mr. Foy was honorably discharged at the rank of Captain.

His professional, civic and philanthropic accolades include the City of Stockton’s highest honor as the 2009 “Stocktonian of the Year.” Bob received a showcased Spartan Football jersey with “FOY” stitched above a numeral “1.” Mr. Foy was the recipient of the Spartan Foundation’s two highest honors, the Dan Caputo Founder’s Award in 2011 and the Alan & Phyllis Simpkins Tribute Award for his 50-years of service to his beloved alma mater in 2015.

Many Spartans remember Mr. Foy for his association with Pacific Storage Company and Bekins Moving. He joined the Pacific Storage Company in 1964, and was its President and CEO from 1977 through 1995. Mr. Foy would beam with great pride when he walked into the San Jose State Athletics Department offices and was greeted with the lyrics to the Bekins Company radio and television advertising jingle. He epitomized the jingle’s opening line — “Bekins men are careful, quick and kind.” After retiring from Pacific Storage, he remained on its Board of Directors.

Mr. Foy was named Chairman of the Board for the California Water Service in 1996 and remained served the California Water Service in that role to 2012.
